Edward Gonzalez, Ph.D., is a development and investment leader with over 25 years of experience mobilizing capital, strengthening public institutions, and building entrepreneurship ecosystems across Latin America, the Caribbean, Eastern Europe, the Middle East, and South Asia. He is currently leading the design and financing of diaspora-funded MSME investment platforms and works with governments, central banks, and international partners to scale inclusive growth.

Previously, Edward spent more than 17 years at USAID, where he led large, complex portfolios in good governance, economic

policy, and private sector engagement. His work focused on institutional reform, public–private collaboration, and market-enabling governance, mobilizing over $600 million in blended finance and private investment to support MSMEs, women-led enterprises, and startup ecosystems. He structured landmark public–private partnerships, advised governments on regulatory and investment frameworks, and led digital governance reforms that improved transparency, service delivery, and accountability.

Edward has served as a senior advisor to governments in fragile and crisis-affected contexts, including as a primary counterpart to the Government of Syria on strategic planning, donor coordination, and disaster response system development. Across contexts, his work applies DRG principles to investment and recovery—linking accountable institutions, inclusive markets, and long-term resilience.

He holds a Ph.D. in Political Science from The New School for Social Research, has three sons, and is fluent in English and Spanish, with proficiency in French, Italian, and Macedonian.
